They want payment promptly and under deliver

My authorised building control application was emailed to me a year and 4 months later on. After me chasing them up with emails and calls.

“I noted the was letter signed on 17 September 2020 yet I am expected to have 3 years from the date of deposit 07/05/2019
To top it up no explanation was given to me as to why this happened
Very unprofessional behaviour but with payment they take money promptly. Will be taking this matter further
Kindly explain the above stated situation as I do not understand how have I missed out on a year and 4 months on proceeding with my house convertion already whereby there was no corona and I was in a better financial situation in 2019 than I am now. Lockdown may be instilled again hindering my finances.”
