Problems with trees and foundations

We have had plans drawn up and submitted and passed for planning permission. During the initial planning visit we couldn’t get hold of Tony and had to deal with questions ourselves. Tony recommended a structural engineer. Structural plans were drawn up for the project. We are now at the building stage and have found out a tree on the boundary of our neighbours property will necessitate a rethink of the foundations resulting in a significant price difference. At no time were we warned this might be a problem. We don’t know if the structural engineer was warned about the tree or if it was highlighted to the council. I have tried to contact Tony but can’t get hold of him.
