Will gladly add dirt, or in other ways manipulate the living space before they take pictures to "prove" the lack of cleaning.
Individual apartments do not come with their own water measurement, so Joo is capable and could very well be scam with the water bill as well. As we have not yet received the final bill, it's impossible to say whether or not they will.
If you consider renting from Joo Kodit, make sure to take photos of every single fault when you first move in, and take even more when you move out, because if they can get away with charging you €400 more, they absolutely will.
On a more personal note: They misspelled my name on the rent bills, despite me having sent my info to them with my name spelt correctly. I do not mind being given nick names or such (even though my name is pronounced phonetically, so it should be no problem for a Finn to pronounce it) I am just wondering, if you don't know how to correct 1 (ONE) letter in a name, how are you capable of running a housing company?
