Paid thousands – critical parts of service never delivered
Warning: Costly experience with Mariscal Consulting S.A. – Thousands of euros paid, essential services not delivered
My personal experience with Mariscal Consulting S.A. (Dennis Brocks) in Paraguay, 2024
In 2024, I commissioned Mariscal Consulting S.A. for two distinct services. My direct contact was Mr. Dennis Brocks:
1. Formation of a Paraguayan SRL (limited liability company) with the purpose of acquiring a property in Paraguay and placing it into the SRL.
2. Immigration package including permanent residency and Cédula.
Despite full prepayment, both services were either only partially fulfilled or not delivered at all. I was left with all the costs – without any compensation, refund, or willingness to clarify or resolve the situation.

1. SRL Formation: Lack of transparency – €1,800 retained without justification
I paid USD 2,500 for the formation of an SRL through which I intended to purchase a property. Additionally, I prepaid EUR 1,800 for one year of accounting, administrative and tax support – even though no property had been acquired at that point.
I was in contact with Mr. Brocks two months prior to my stay in Paraguay – yet, once I arrived, I was shown only one single property, whose details (e.g. land size) did not match the information previously shared. The proposed contracts became increasingly opaque and legally questionable.
As a result, I decided not to buy the property and not to proceed with using the SRL.
This decision was apparently not well received by Mr. Brocks.
The outcome:
- No incorporation documents of the SRL
- No commercial register extract
- No refund of the €1,800 for administrative and tax services
- No willingness to dissolve the unused SRL
The justification: so-called "package pricing" excluded partial refunds, and – according to Mr. Brocks – it was already too late to dissolve the company because it had been registered. However, I never received any proof of registration. On the contrary, I was told that since I no longer wished to use the SRL (which is correct), I would therefore not be given any SRL documents – despite having paid for them in full.
Conclusion: I paid for an SRL whose existence I cannot prove to this day.

2. Immigration package: Residency never collected – Cédula never applied for
Separately, I paid USD 2,000 for an immigration package including permanent residency and the Cédula. I traveled to Paraguay, submitted my biometric data, and received a provisional residency permit.
After that, I received no updates from Mr. Brocks regarding the progress of my immigration case. Several polite follow-ups by email and WhatsApp were ignored to this day.
Only months later did I contact the Paraguayan immigration authority myself – and learned:
- My permanent residency had been approved and was ready for pickup
- It was at risk of being destroyed due to non-collection
- The Cédula had never been applied for
- I had never been informed of any of this
Although the Cédula process had been initiated by submitting biometrics, it was never completed because my residency document – which is a prerequisite for the Cédula – had never been picked up.
Now I face the risk of having to restart the entire costly and time-consuming process:
New applications, new documents, new apostilles, a new trip to Paraguay, and new expenses.
A bureaucratic and financial burden that could easily span several months.
Conclusion on the immigration package:
no response – just silence.

Final verdict: Avoid at all costs
I lost a substantial amount of money, important processes now have to be restarted from scratch – and my trust has been completely destroyed.
Anyone planning to invest or emigrate to Paraguay should only work with providers who offer full transparency, proper documentation, and verifiable accountability.
Based on my experience, I cannot recommend Mariscal Consulting S.A.
