No refund for paid undeliverable article

I ordered an article which I had to pay immediately via IDEAL. A few days later I received an e-mail saying that the article was out of stock and could not be delivered. I request a refund, which they declined in the first place. I wrote several e-mails. First they promised to pay my refund within 15 working days. Guess what: no money back after 3 weeks. Then they said they were short of staff (?) and that I had to be patient. Excuses, excuses. Lies, lies. Don't trust them. Don't order there. It is a fraud, a scam. Malafide business. Be warned!
