That definitely shouldn’t happen, especially with a 400 MB video file. When an upload gets stuck around 90%, it’s often related to the internet connection becoming unstable during the final phase of the transfer.

A few things you can try:

Check if your connection is stable (Wi-Fi vs wired can make a difference)
Try again from another browser or disable any adblocker, antivirus or firewall that might interfere
Avoid putting the browser in the background during the upload
