under shipping section of order form - problem

Under the shipping section of order form, in the box for state designation, I could only enter the capital C for California, and not the capital A that follows.. Next to the C were two little arrows - up and down. When I tried to enter the CA I kept getting the Capital C and the arrows as a response. No !. I attempted to call the telephone provide but there was no timely answer. Further down in the form the correct shipping address was reflected. I hoe you will read my long message.

I was able to print a receipt

I was able to print a receipt, of the transaction.
I do not understand the shipping method. Why do i need an email registration and if I order the email registration then how d i receive the tags that go on the lic plate?
