I ordered the engine that I was told…

I ordered the engine that I was told will be shipped in under five days.
However they could not get ready the engine but when I asked for refund they told me that they have fees when they need to refund so that didn't give me back my whole money even though they did not manage to get the engine on time. If a company can't deliver stuff on time and cannot give an engine ready they should refund the whole money.
So I got no engine and part of my money taken
