Broad Warnings, Costly Surprises

I paid for a Level 3 Home Survey expecting clear identification of significant defects that would help me make informed decisions before purchasing a property.

Unfortunately, my experience left me feeling that the report relied heavily on broad, generic statements rather than clearly identifying specific issues. The windows were given a Condition Rating 2 and described using general comments such as requiring overhaul, ongoing repairs and possible future replacement. However, within a week of moving in I discovered two windows with substantial visible gaps between the sash and frame that were not closing correctly.

The severity of the issue became apparent immediately after moving in. These were not minor adjustment issues. The gaps were large enough that wind could be felt entering through the windows and would visibly move the blinds despite the windows being closed. In practical terms, the gaps were so significant that a standard envelope could almost be posted through them. Given that the report stated all windows had been inspected in detail, I would have expected defects of this nature to be specifically highlighted rather than being covered by general comments that the windows were old, required overhaul, or may need replacement in the future. This made it difficult for me to reconcile the condition found after moving in with the relatively general wording used in the survey report.

A specialist later confirmed that both windows were beyond reasonable repair due to bowed casements and failed components, ultimately requiring replacement. The cost of replacing these windows was approximately £2,000.

When I raised this through the company’s complaints process, the response was essentially that the defects fell within the wider comments already included in the report. This was disappointing because it appeared that broad wording was being relied upon to cover a wide range of possible defects without clearly identifying the severity of the specific issues present.

What frustrated me most is that the survey did identify a separate boiler issue, which allowed me to investigate further and successfully negotiate a £2,000 reduction in the purchase price. Had the condition of these windows been described with the same level of clarity, I would have had the opportunity to obtain quotations and negotiate accordingly before exchange.

My concern remains that broad statements about repair, overhaul and potential replacement can be used to retrospectively encompass almost any defect. To me, it felt like having a car inspection report that says a 20-year-old car should be expected to need repairs and maintenance, but fails to specifically mention that two of the wheels are badly damaged and need immediate replacement. The general warning may technically be correct, but it does not convey the true severity of the issue to the purchaser.

The company responded professionally throughout the complaints process, but after two stages of review they maintained that the report was adequate. While the company was responsive and professional throughout the complaints process, I remain disappointed that what proved to be a significant and costly defect was not identified more clearly before purchase.

Based on my experience, I do not feel the survey provided the level of clarity and specificity I expected from a Level 3 inspection. As a result, I would not recommend this company to others seeking a detailed survey to help them understand the true condition of a property before purchase.

As outlined during our formal complaints process, the original report identified the windows were of age and experiencing deterioration, required works and advised that ongoing repairs should be expected, with replacement being a consideration. The report also recommended obtaining quotations for repair or replacement prior to purchase to help understand potential costs.

Following your concerns, we arranged a revisit inspection and undertook a full two stage review, including an independent assessment by our Head of Regulation and Compliance. While we recognise the issues you have described and understand your frustration, our review concluded that the condition of the windows and the likelihood of repair or replacement were appropriately reflected within the report.

We always encourage clients to raise any queries following receipt of the report so that we can provide further guidance where needed.

We do, however, appreciate your comments regarding clarity and how information is presented, and we will take this feedback on board as part of our ongoing review of report wording and communication.

Very disappointed

I thought the surveyor had done a thorough job. Followed up on the notes he made with a roofer and an electrician and they poo pop’s the comments he made, to the point the electrician said he’s just cut and paste generic notes! £600 wasted!!

With regard to the roof, the surveyor identified lifted tiles and some localised deterioration at the time of inspection. Based on these visible findings, the report appropriately advised obtaining further contractor input and quotations prior to purchase, which is standard for a Level 3 survey. This element was given a Condition Rating 2, indicating defects that require repair or maintenance but are not considered serious or urgent.

In terms of the electrics, a Condition Rating 3 was applied as a precautionary measure. This does not confirm a defect, but highlights further investigation is recommended before committing to a purchase. Electrical installations cannot be fully assessed during a visual inspection, and recommendations for testing are made to verify safety, certification and compliance, particularly where parts of the system are concealed. It is also worth noting that industry guidance, including that from the Electrical Safety Council, recommends electrical installations are checked on a change of occupancy regardless of age. The advice given in the report is therefore consistent with recognised best practice.

RICS Home Surveys are non-invasive inspections and are designed to highlight risk and areas requiring due diligence. It is therefore normal and appropriate to recommend specialist checks, even where installations may appear relatively modern.

We do not produce generic reports and all findings are based on observations at the property together with professional judgement in line with RICS guidance.

As first time buyers

As first time buyers, the survey process was something we were apprehensive about. We purchased a level 2 survey with a valuation. We were assigned Lee Whitehead for our purchase in the Otley area and he has been nothing short of fantastic. He called the day prior to the survey to check if there was anything additional we were concerned about or wanted checking in the survey (we had the opportunity at booking to also state). He then called us the day after and talked us through the report. This involved explaining why certain elements were flagged as a 3. This for me was an incredible help as it helped me understand prior to seeing the document and prevented panic and overwhelm trying to decifer what was actually needed. Once the report was shared, Lee was open to any questions and was supportive when our solicitors redirected questions back, pointing us in the right direction. Thank you again for all your support, it has made the process a lot easier and provided us with much more confidence in our first house purchase!

Brilliant service from start to finish

Brilliant service from start to finish. Even the gent who did the survey rang to say he had left the property and gave me a full run down on his findings.
The a indepth report was emailed within 2 days . Very good service thank you
