Stalling, not refunding money for cancelled order

Now is over a month sincerity placed my order. They manage to create a shipping to EU, but then to tell me that I need to pay customs and returning an item is on my own costs. I asked them to cancel the order and refund me the money. They agreed, now after a month I still haven’t received my money. They claim to „have issues“ with PayPal and ask for my bank account data… I had to escalate via PayPal and they are just stalling. Is very annoying, a d time consuming, and they own me over 200 euro. It’s incredible how they can stall like this.
